Washington County Sheriff Paul Basnight said Stafford's body was taken from the water by Coast Guardsmen. Stafford, who lived alone in a trailer home on Albemarle beach, has been the object of a widespread search.

African representation initially would be divided equally. Half the seats in Parliament would be tribal. Members would be elected by electoral colleges made up of chiefs, headmen and representatives of African councils. The rest of the seats would be filled by members elected by the African roll. As African representation increased it would a remain in these same equal proportions.

This provision seems certain to bring condemnation from the British government, which is seeking a constitutional settlement with Rhodesia. Rhodesia proclaimed independence from British rule Nov. 11, 1965. Britain maintains the chiefs are servants of the Rhodesian government.
